Conveyors (and or shallow water sprites) on Layer 1 and 2

I have been trying to have conveyors that are supposed to simulate water flow so I wanted the shallow water sprite while a conveyor pushes Link. Since the shallow water sprite only pops up if the combo is on layer 0 and conveyors only work on layer 0 as well, make either or or both work on some (if not all) ground layers.
